Charlotte Hill

Senior Advisor

Charlotte Hill is a political scientist and research fellow at the Goldman School of Public Policy at UC Berkeley, where she studies how election laws and voter outreach impact political engagement. Before entering academia, she developed and managed policy and communications programs for multiple organizations, including global advocacy platform Change.org. During the 2016 election season, she ran communications for RepresentUs to help win multiple state-level ballot initiatives. In the 2020 election cycle, she conducted multiple randomized controlled trials in partnership with advocacy organizations to increase voter engagement.

Charlotte has received numerous awards for her academic and political efforts, including the Jacob K. Javits Political Leadership Scholarship and the Mike Synar Graduate Research Fellowship, the UC Berkeley Graduate Fellowship, and the Aspen Institute Socrates Program Scholarship. Her research and analysis have been featured in outlets including the New York Times, CNN, and Vox.

Charlotte recently sat on the boards of nonpartisan advocacy organizations RepresentUs and FairVote. She previously served as Vice President of the San Francisco Elections Commission. She holds a Ph.D. in public policy from UC Berkeley.
